In this paper, Macalister argues that making the Anglo-Russian Agreement the analytical centre-point reveals a culture of treaty-making and diplomacy that was rooted in a world imagined by European colonial diplomatists. Driven by fears, distractions, and ignorance, Britain engaged in a treaty with Russia that solved little, and yet this episode reveals to the historian the contours of falsehood and prejudice that structured Imperial diplomacy.
